Why Queensland Reserves Plumbing for Licence Holders

Queensland runs a two-layer system: an occupational licence for whoever does plumbing and drainage work, and a contractor licence for the firm taking the job on. The QBCC issues both.

Each layer proves something different. An occupational licence shows the holder has the skills for the work. A contractor licence shows the business has the financial capacity and training to run jobs lawfully.

The licences then split by trade:

  • A plumber's licence covers plumbing work, apart from anything needing its own endorsement.
  • A drainer's licence covers drainage work below ground level, on the same terms.
  • A gas work licence is separate again, and only a licensed gasfitter may install, alter, service, test or certify a gas system and its pipework.

Regulated plumbing and drainage work sorts into permit work, notifiable work and minor work, and a licensed tradesperson must do all three. The QBCC says that rule protects the home, the owner's health and the owner's rights.

Paperwork and Inspections After a Job

Two bodies share the checking: the QBCC handles licensing and the notifiable work register, while the City of Moreton Bay assesses applications, issues permits and inspects.

What lands in your hands depends on the work done:

  • Notifiable work earns you a copy of the Form 4. If yours never arrives, the QBCC can supply one on request.
  • Gas work on a new installation or an alteration comes with a gas system compliance certificate from the gasfitter straight away. A copy goes to the gas network operator within 5 days where the system is fed by a network.

The QBCC's online registers show whether a plumber is licensed, and a search by address shows whether a Form 4 has been registered for a property. An owner can also request a council inspection of notifiable work at any stage, with the occupier's consent.
